I have the same setup as you, XP w/ office 2000.
I am not getting the "toolbar" part. Do you mean the right click menu, where it lists "open with"?
If it is the right click menu -- then
select "open with", then go to "choose program".
choose Word from the "other programs" listing,
when selected check the check box "Always use...." just under the programs window.
This will enable, anytime you double-click any similar file type (.txt ; .dat ; .etc :) )it will open under word.

Oh, I think I know what you are talking about. Internet Explorer, right? On the IE toolbar, I see it now.
I'm kind of slow somtimes. ;)
Give me a day, I am working on it. But i think I know where to look.

Have you tried right-clicking on the IE toolbar? That should bring up a menu with "Customize" near the bottom. Look to see if Word is listed among the "available tolbar items" (on the left).

uh, you can go to the tools drop down menu--> Internet Options--> Hit the Programs tab--> Then in HTML editor, press the drop down arrow and select Word.
