Can someone teach me how to covert a partition of FAT 32 to FAT 16? Or how to create a partition to FAT 16? What software must I used.. would FDISK do the job?

You will need a program like Partition Magic or Partition It to convert from Fat 32 to Fat 16. Windows will convert from 16 to 32 but not from 32 to 16.

Yes...and no. Fdisk can be used to set up a HD partition as either fat16 or fat 32, but not to convert, since it will wipe the drive clean.
Bill's on the money about Partition Magic being best way to go.

Just wondering why when you remove the partition from a drive, put it back in again and then format the drive is still FAT 32

The reason for the "retained" fat32 is when you go into the Fdisk utility and choose to "enable" large disk capability you will get Fat32. If you choose not to enable large disk support you will get Fat16.
