PowerPoint is more of a "Presentation" builder for slide shows, etc. Publisher is a Desktop publishing program...newsletters, labels, brochures, etc
Both programs can do graphical type work, but they are different. Depends which way you want to go to which program you would use. I'm not sure, but MS used to have free demo dowloads of Publisher.
