I have a friend that cannot complete any downloads. Is there a setting to disable downloads in the IE web browser?

The security settings mite be set too high. In IE-Tools/Internet Options/Security/Custom Level... either set custom level to medium, or scroll down a bit to "Downloads". What do you mean he can't "complete" any downloads??

If you're losing connection before complete, try clicking on the file and see if it picks up where it left off.

If that doesn't work you may want a downloading utility. Can't think of one off hand. Try Google search.

Found what I was looking for in Internet Options, Security Tab, Custom Level, Downloads Enable/Disable.
