I have a friend that cannot complete any downloads. Is there a setting to disable downloads in the IE web browser?

In IE-Tools/Internet Options/Security/Custom Level... either set custom level to medium, or scroll down a bit to "Downloads". What do you mean he can't "complete" any downloads?? If that doesn't work you may want a downloading utility. Can't think of one off hand. Try Google search.
