lacking frames in iexplorer 6.028

i have the same problem on two different hdds used separately(not at the same time)on the same pc:
i dont see frames(i hope its the right description)on websites. its like crippled sites.
on drive a this happened when i had a windows-problem which i have successfully solved with system-recovery. on drive b there was a nav-crash. i had to d3e4install, reinstall nav. on this drive i tried to update windows- then i installed new iexplorer over the old one. then i deleted/removed that internet-explorer q345787 update in software(or similar) without success. should i deinstall iexplorer completely?
how can this be done?
