There's a number of different answers to that, but if I'm assuming correctly you mean something like this:

It's when you instruct the computer using some sort of code to draw a visual image. For example, I rendered this image (http://members.home.net/0utpatient/Graphics/SOUP2.JPG) quite some time ago. The instructions to make this image are simply a small text file. But when told to render the image from that text file (using specific software) it made the image you seen.
