DVD drives come in regioned flavours though most nowadays a patchable to play any region. WHat sort of drive do you have? go to http://perso.club-internet.fr/farzeno/firmware/ and see if there is a patch for your drive. It could also be either windows or the playback software that is causing the region problem. I suppose the first thing to find out is what region the DVD is and WHat region the drive is and work from there. If they are fropm the sme region and the software is also okay then i have no other ideas. Scroll down to the bottom of the page for a map of the regions and an explaination of the code. Also, I am interested to know if you find out why it doesn't play. I was going to buy a DVD that has no code number. I didn't because I thought maybe it wouldn't play, unless I changed the code on the player. Go to the firmware page i gave above and see if your drive is patchable? (it is a DVD drive on your computer right?) then get dvd genie as sugggested by codybear and all should be fine.
