Ok, it seems like a little while back someone was talking about an alternative os that you could run lots of windows programs under?

I remember trying the site but it was temporarily down and never bookmarking.

Does such a thing exist?

Not sure if this is what your thinking of. You may be thinking about WINE (http://www.winehq.com) running under linux.
