You will notice that the computer will not power on. Either that your system will have frequent power downs during operation...

I'm not too sure about the smoke, never had it happen to me. But if you have a crappy supply, and your running like a 1.33 gig athlon with a GeForce 3 and like 4 7200 RPM drives and you find that the system will freeze all the itme for no reason, or just reset, or turn off randomly. It's cauz the supply isn't sufficient to supply the computer. If the comptuer is running stable, usualy it means that the supply is powerfull enough for the immediat system.
