RegClean (cleans the registry: http://www.createwindow.com/wininfo/regclean.htm )

Also:
go to Start/Run and type MSCONFIG. The last tab will give you a way to stop programs from loading at bootup and eating resources.

other than that, I would just get a utility suite (NOT MCAFEE!...While Norton will at least run stabily on your system, it is bloated and takes up loads of resources). I suggest Ontrack's Fix It Utilities. Very nice suite.
Everything that is here is freely DLable or contained w/in Windows. (defrag, uninstaller, registry cleaner, etc)

Depends which OS you're running for MSCONFIG... but RegClean is good for all WIN OSes.
