I just found out I have 0-bit encryption???? That's why I can't go to any secure sites? Have tried to download the 128 encryption but it doesn't ever show it's installed?

Well, the problem was the stupid Road Runner software that was installed recently!!! I erased it and installed everything from Microsoft and it's back to 128.

Yep, I had the same problem when I first built this system. I tried the IE fix, reinstalling IE, even reinstall Windows on top of itself.
Only way I fixed it was the same way you did. Format and Install.
Didn't install any of the Road Runner junk this time. Not like you really need to, to get on the internet.

I can't seem to purchase anything online? Everytime I try to go to a secure site I get this message:

The page cannot be displayed The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings.

Doesn't matter what web-site I try to purchase from, I keep getting this message?
I followed the directions for the SSL 2.0,SSL,3.0,TLS 1.0, PCT 1.0. I made sure they were all checked. Still no luck. Any site with a secure signature gives me that error????
