In the display properties disable Vsync, Anisotropy and Anti Aliasing, this will boost your score massively and is how systems should be benched.
Oh wait a second, for the resolution you are running that looks okay to me, remember standard gaming resolution is still 1024x768

It tends to vary, sometimes i find it carrys over whatever the previous settings, other times it sets em to disabled. In everyday usage you should have the AA, anisotropy set to whatever you like and i always say Vsync should be enabled when running day to day to keep the image quality as smooth as possible. However when benching it is best to set these to disabled to get a true indication of the cards power.
On my ti4200 (64mb) i run AA always off, Anisotrop at 8x (except for when playing UT2k3) and Vsync forced on, when benching though, like i say, all gets disabled when i do so

Hey Jack a little update......
I switched boards from the Gigabyte to the A7N8X-X and memory to Samsung DDR400 and my score went to 12222! MAN!!! whats up with that?! Same drivers though. Hard to believe that 200FSB makes that big of a difference. Do you think something is jacked up on the Gigabyte board?????

The gain is probably a little on the high side to be from the boosted FSB only, but make no mistake an FSB of 200Mhz will clock up some serious points
