can't get into folder options or internet options

hello i have a problem and i need some expert help .today for some reason my computer decided it wont let me go into my folder options controll under the tools tab i've tried everything but it just gives me this message. This operation has been cancelled due to restrictions in effect on this computer please contact system admin.

Sounds like you don't have admin rights to your computer. When windows boots are you having to log-in? If so, somehow you probably have lost administrator rights.

What type of operating system are you running? Windows98 can be overcome rather simply, Windows2000 may may another issue altogether..
