What's with the error message: " This operation has been cancelled due to restrictions in effect on this computer. Contact your system administrator"... everytime I click on TOOLS/Internet Options...?? This has happened suddenly, even though I have just recently zero'd and re-installed XP. WTF??

The computer has system policies set. They are usually set at login by the domain controller.
If this is a work PC you may not be able do do anything about it. If this is your personal PC, you can use the Group Policy file to change the set up.
run gpedit.msc and look around. You will find the information under [EDIT]user configuration/[EDIT] administrative templates/windows components/internet explorer. You may not be able to lauch this editor if you do not have privledges. (The long way is to run MMC.EXE and add the group policy object which effectivly runs gpedit.msc)

Dammit, I can't figure it out. I can't run gpedit.msc, mmc.exe gives me nothing to go on. Dang.

Look at the attached picture. It will show you were this setting is. Change it to disabled (regardless of what it says - the registry setting will not show unless the editor changes it) and close gpedit.msc and all the browser windows. Go back in and you should be able to open the Internet option control panel without the error.

Nobody "disabled" this. It is a fresh install, then istalled the service pack, security patches, and now this. It must have been a security patch. Can't access Internet Options at all. Can't access gpedit either.

Here is the weird part: I can't access Internet Options from IE, but I CAN from Control Panel (just tried it and it works from c.p. but not from IE). WHY? Oh and rraheal: ALWAYS admin priv.

That last picture I posted is that setting for IE for sure.
I tested the setting. It gives me the error you state above I enable this option.
Do you have Windows XP Home? gpedit.msc is not part of XP Home

I had the *exact* same problem yesterday. I ignored it and planned to sort it out today, but it had mysteriously vanished :confused: You're not running Outpost by any chance are you?

This is the registry setting that controls this behavior:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer\Restrictions\NoBrowserOptions
Set it to 1 to make the error show or 0 to access the control panel from the tools menu.

That worked. Except I can't change the home page either way. it is all greyed out.
Fishybawb: No I'm not using OUTPOST.
Allgamer: this just showed up AFTER the re-install.
Dudes, this is bullshiz. I JUST got finished re-installing. Therefore it MUST be something MS has done or has done per patch.

Set all the policies to 0 or delete them and you will have access again.
If these options get getting set, you have installed software that is changing them. You will need to find the software to remove or configure so it quits setting the policies.

Thanx for the link to WinGuides. I am a friggen retard. I think I found the problem. I THOUGHT it mite have been an MS issue... turns out, it is not. What I thought MS was responsible for, turned out to be a setting in Spybot S&D. None of you guys could have known about it because I failed to mention it (Spybot S&D). I am very embarrassed. Must exhaust all possiblities before I go off squeelin like a little porker everytime I encounter a "problem" (self-inflicted, no doubt) :rolleyes:
