i'm using Windows XP Home

i don't want other people on my computer clicking "yes" to that gator plugin or opening "funny pictures" in my email but the problem is that my computer runs a website and a game server so i can't just shut it off or logout to prevent them from being able to use my computer.

is there any way to lock the computer like Windows NT?

Use Spywareblaster to prevent the nasties from being installed:

Be sure to update it.

Yes - and use the screensaver to lock the PC and keep programs running. Enforce password usage for logon in case the jerks decide to cold-boot it.
