I just want to ask, can you uninstall directX then reinstall?

Nope. DirectX cannot be uninstalled, and it warns you of that right up front before you even download it.

The exception to that is if you're running Windows XP or another version that supports System Restore Points. If so, set one before installing DX, and if you don't like the new version, you should be able to restore to the old one.

I think there is a tool out there that can get rid of it, not sure but it might be at www.guru3d.com

Just be sure to install another version of DirectX.

Direct X 9 yes, direct X not, if it werent for DX many people would have a hell of a lot of difficulty playing games and whatnot
