I may be stretching things a bit here but just in case:

I have built a couple of websites that are rudimentary but acceptable. However, to make sure that search engines find the site, is just using the META Name - key words area the enough or should a person subscribe to a service that submits keywords to search engines? Everyone wants to be on top but that is not possible.

If I were you I would go with a company that will register your site for like 100$. I think the last time I did that they registered it with all the major search engines, which helped alot.

The meta tags to help for long term and deep searchs that people are doing. The problem with them is it may take some time for a search engine to hit your site and load it in thier database.
