Windows version?
Have you tried pressing F8 to enter Safe Mode?

just after mem test is when it searches for hdds + cdds
go into bios (if u can)
reconfigure hdds (set to to autodetect if pos.)
try again
if no bios tweaks affect it, remove drives till it works
ps it might be a psu problem, as the drives spin up and demand more power.
if u have an unbranded or <300W psu try a different one for testing

also, with a pc that old, its probably not worth spending money to fix it.
just buy a cheap socketA board, an xp1800+, and a new hdd +cdd ~=~ $300 - - not much;)

There are people who have to live on $300 per month. Plenty.
So ... first of all go into BIOS, do a "Load Optimal Defaults". See whether that cures it.
Otherwise, try if it still does that without any drives attached, and without any unnecessary cards in.
Then start reattaching stuff one by one and see which one does it.
Also, check heat related problems. Try Motherboard Monitor and see what the temps are.

Yeah, if it's set to 220 volts and you're running it off 110 your 5v rail can be 3v. Crazy. :x
