Windows 98 does not support USB2.0 However, if you load 98SE on to a CPU that has USB 2.0 builit in can windows 98SE use the USB 2.0 as USB 1.0?

Yes. You will still have at least two USB 1.1 controllers. If this is a VIA motherboard, USB drivers have been released for Win98:
