Short videos -> animated gifs

I have this gif file with a clip from the matrix on it:

I was wondering if there is any free software out there which could convert an avi or mpeg file to a gif.

yep sure is, havent got any links for you though, use google and do a search, what I use is a program called Gif Construction Kit. btw your link does not work.
