Hp has some of the best, but many are pricey. They have their 5100cxi (second from their top the 6200) available from their web site refurbished (brought back to new...not reconditioned)for $229.00 with a one year warranty...the same warranty as if you bought it in the store for retail.
See:http://www.shopping.hp.com/cgi-bin/shopping/hpdirect/shopping/scripts/general/refurbished_products_entrance.jsp?BV_SessionID=175 2856335. 934566564&BV_EngineID=dfalfghjfidlbemgcfjfcffdog.0&cat_oid_products=-14901

Frankly, you can get this same scanner nearly every day at www.onsale.com (with the same one year warranty) for around $100.00 I've sold several of these units at a nice profit, and still stayed under HP's $229.00
See:http://www.onsale.com/category/hewlett_packard.htm Today they have 37 available. They are a pass through scanner on LPT1 (hooked-up first to the computer with the printer hooked-up to the scanner). Just set your BIOS to EPP. BTW, I got one last week for $76.00....

I have a Storm "Totalscan" scanner that I bought for less than $90. 36 bit, 12x6 resolution, reasonably good software.

Drawback is speed. If you are a high-volume scanner - don't buy it. However, if you're like me and probably scan a few photos a week, it's the product for you.

Cheers,
Bill

Visioneer Paperport 6100B.Bought it at Office Max for 90 bucks. It's slower than the HP's,but the Paperport 5.0 software is great.Make sure you have plenty of Ram,or any of them is going to be slow.

I just bought a Canon FB620U USB scanner at Staples for $129. There is a $30 rebate from Canon. It does 8.5 X 11 and is very compact-only 2.25 inches tall. Has excellent quality 600 X 600 direct. Overall I'm very satisfied.
