It may be a voltage issue for the newer video cards / versus the older computer systems. If I remember correctly, the older systems used a 1.5v vid card and the newer systems use a 3.3v vid card.
Might check the vid card and see if there is a voltage jumper on it to switch voltages.

Try clearing Cmos. If it still wont POST , enabling you to access the bios, then I would suspect not enough power. This could be due to an inadequate power supply or mobo. You should also varify the ATI card works or at least will POST in another system. I 've seen this with old AT power supplies .

I have this situation all the time, a Pen 166 and the MB will not support the newer Video cards. Last week I had virtually the same PC and it wouldn´t even start with a SIS 4mb PCI...The PC worked great with a Trident 1 mb PCI card.

This should be your mobo, Pcchips M537DMA33 :

I agree the P166mmx is weak for the ATI 7500. I think you could go with a VooDoo card or maybe the ATI Xpert 2000 ( 128 Rage) , with 8 - 16 or maybe 32 mb vid ram . There's no reason that mobo w/166 cant handle a vga card above 4 mb. Although upgrading the cpu would help . Look here:

well i wanted a radeon 7500 for 3D games

Given that your running a P166 i doubt you would seriously be able to run many 3d games at all on that system , and certainly not at playable rates

Yes , those cards have 3d acceleration. And, Jakk is correct about the cpu P166mmx regarding new games or high end 3d graphics. But , you could run older 3d games and 3d appz with them. Although a P200 or 233 would be better suited. There was a time , a few years ago, we all bragged about our P166 or P233 and Voodoo2's. But , todays games require alot more processing power.
If your wanting to play games, then look at the games requirements. They usually provide minimal or recommended requirements . Then be sure your hardware can best it to play the game well and enjoyable.
