Does anyone know of a good third party prog (freeware or not) that is an effective in replacing MS System Policy Editor? I need a prog that is a little more straight forward for use on a standalone machine. Only real features needed are the ability to restrict access to Control Panel, and a few other simple things to keep users from screwing up the machine and installing games/software.

any suggestions would be greatly appreciated.

I found "WinChanger 2000" From www.pbnsoft.com (http://www.pbnsoft.com) I think it will do what you need.

You can make your own policy and import it...I forget how, but it works.
Of course if your only using this one time or on one computer its not worth it.
I any event, it may be harder than you think to stop people from installing software.
If you take away write access they can't run apps which write to the disk (e.g. to create a temp file) unless it goes in a special directory where they have write access. Unless you physically secure it, they can always screw it up by booting from floppy, etc. Many issues here. I used to work for a DOD contractor developing such a tool (but the funding was dropped) and its not so easy.
And yes, MS policy editor sucks!
Maybe shareware above will do what you want.
Would help if you were more specific about your application.

thanks for the input "david bowman". this issue should not jeopardize the mission to jupiter, i am completely operational and all of my circuits are functioning perfectly. Ignition.......full thrust.
