I am trying to install NT Server 4.0 on a new system. Everytime I try I get to where it asks for disk #3 then it freezes. I have tried the disks provided with the OS and I have tried creating the disks. Nothing works. Is there a way around this to just install from the cd-rom?

the cd should be bootable...try changing the boot sequence in the BIOS...set cdrom to boot up first.
You won't require those floppies then...
or try copyin the i386 folder to the hdd and install it from dos...use the floppyless installation method.
forgot the switch(/F maybe) used from dos...like winnt /f
use smartdrv to speed up transfer's before installin from dos...if you r doin so.
I have tried changing the bios it tells me that there is a boot disk failure. And instructs me to insert system disk. How should I partition and format my hard drive before starting installation?

definitely a good idea
if you can not boot from CD
then go back to the 3 disk setup
and use a good DISK to replace Disk 3

I have tried creating the disks and downloading the disk with the same results each time.

Your CD ROM is most likely one of the first releases of NT 4. The earlier CD's were not bootable. I have Back Office 4.5 and I can not boot from my CD.
I create the disks using "WINNT /OX" on a machine that I can run the program on. I assume you did this as stated. I had failures at the License Agreement because of Bad Blocks on the floppy disk. Do a Surface Scan of the third floppy to see if it has bad blocks. If it does replace the floppy with one with all good blocks.
You may have an issue with a driver NT is trying to load such as an IDE controller or chipset driver.
Give Us some system specs. Maybe NT will not run with your particular system.
