laptop won't charge battery??

Hi, i have an IBM 390x and I just got a new battery, for some reason, when i plug in the AC adapter it won't charge the battery. I know, or at least think the battery is low because it won't even finish booting up the system. - any idea of how to get the battery to charge, or how to get the laptop to charge the battery?
