seti wont run

My boys computer wont seti anymore. Winoldapp isn't running. setihide works but says it is inactive. Tried virus scan with up to date norton. Tried to back up the registry a few days by booting into dos & going to windows directory then executing scanreg/restore it won't work. I don't remember exactly what it said, somthing like bad file or non existant anyway it wouldn't work. Deleted seti folder & tried to reinstall but the command line wont execute. It is almost as if dos is screwed up somehow. Ideas? Thanx. mc

shuttle spacewalker main board, 1gig p3, 256meg ram, 32m visiontek mx400, win98se, 30gig 7200rpm maxtor master, 20 gig slave. It seems like dos wont execute programs. In dos it acts weird also, when I changed to c:\windows & tried to execute scanreg/restore it kept trying to access a:. Tried replacing command file in case it was corrupt. also executed command.com which apparently worked but didn't help. I think he is going to have to reinstall windows?
