It's actually a 4400 with 8x capabilities. They are doing the same for the mx440's
The performance boost is not much to speak of. They must have known that the FX wasnt going to make the cut so this way they can at least keep selling the older cards and actually have an 8x product on the shelves.

Yep they exist and have been selling here in the UK for over a month+ .Also some are even cheaper then Ti4600's! You can get a Gainward Ti4800 AGP 8x for £102+vat :-

The marketing people over at Nvidia are trying to confuse us, methinks.

In Europe it's called Ti4800, but in America it's they're calling it what it actually is...

All the "8x AGP" nv17 and nv25 derivatives really offered no performance gain to speak of in comparison to their AGP 4x counterparts. Sometime in the future, however, with synchronous streaming applications, their upped bus speed might be of good use.
