I used the MSCONFIG to uncheck the Disable Fast Shutdown option because my PC was locking up on at the "Windows is Shutting Down" screen. This has created a new problem. Instead of locking up the PC now restarts when I shutdown (and yes the "Shutdown" radio button is the one chosen on the Shutdown Menu). I have been searching the Microsoft Website but have been unable to find any articles related to my new problem. Thanks in advance for any help you might be able to give.

Well I used this update and now I am back where I started hehe. Which means my PC now freezes up when it reaches the "Windows is Shutting Down" screen. This update also removes the option in MSCONFIG, Advanced that would allow you to Enable Fast Shutdown.
I think it's more of Gates' Revenge. I did the msconfig thing and it cured the problem. Then I made some kind of change, I can't figure out what, and now it just stops on the "Windows is Shutting Down" screen. I've tried the Update and removed it.
I'm getting used to knowing when I should press and hold my Power Button for 4 seconds shutdown and avoid Scandisk on the next startup. Oh well ... .
Hmm ... the one thing I haven't tried is to Enable Fast Shutdown. Maybe ... . OOPS! I just checked to see its status. It's still GONE! And I uninstalled the Update! Gates' Revenge indeed! Grrr!
