Whats a database server?

I've been trying to find out using search engines and some books what a datbase server specifically does. I know it stores your database but couldn't a file server do that? When is it used and what does it deliver?

Database server is set up to use most of it's processing power manupilating data. A file server is set up to use it's processing power to communicate with the users requests. -Control panel\System Properties\Advanced for W2K server
