It's a combination of the processor, ram, and video card. It takes a pretty decent machine to run it well to begin with as the engine isn't the best around - so those minimum specs are really below what I'd thought they'd be after checking.

I am currently running an Athlon 800 Socket A overclocked to almost 1 ghz, 768 mb PC 133 SDRAM CL-2 and I had some
skips in the framerates at 800x600x32 because of my
Geforce2 MX...I upgraded to a GeForce 4 Ti 4200 and that solved my problem...in your case as was stated earlier, I have found
NWN to run best utilizing at least a 750 Mhz processor, 512 ram
and a decent 64MB video card...
I would invest in a new machine if you are not strapped for
cash and really cook it up.... my XP 1800 runs this game
no problem with my ti 4400 and 1 GB ddr 333.

I was able to play it above low settings with my old system:
PII400
328MB PC100 ram
GF2 Pro 64MB vid card
8x cd rom
IBM 7200 RPM drive
Shouldnt cost much to upgrade your system a bit more.
