yes and no

you'll need 2 video cards

or 1 video card and 1 tv out and 1 monitor out

then do that

but if you want shared dual desktop then you need 2 video cards

and the refresh rate doesn't matter

your more wrong then right.

nview 2:

For example, you can have a system with the primary display as an analog
PC monitor that supports up to 1600 x 1200 at 100 Hz refresh rate, while the
secondary display is connected to an NTSC TV that is limited to 800 x 600 at
60 Hz refresh rate. The TV has less resolution and refresh rate than the
monitor since the TV encoder on the graphics chip has fewer capabilities
than the analog PC monitor

you can have two monitors hooked up to your geforce 4. I'm guessing that you have three outputs: analog, s-video, digital. You can hook up a monitor to any of the three, but only up to two monitors. The refresh rate can be different on both monitors. You can even stretch the view, so that both monitors act as one, provided you have the nvidia drivers.

I don't get any color when I use the s-vhs to scart converter. I know there should be an option in nView to select the cable that I am using but there is no such option. (I have a GeForce 4 Ti 4200)
