fast game,slow framerate

I have an athlon xp 1700 on an 810mlr motherboard with 512 mb of pc 133 ram.I was using an Elsa tnt2 32mb card but have just switched to a radeon VE/7000 with 64 mb DDR ram.Problem is all the programs im running from the aquarium screensaver to colin mcrea 2 to aquanox run too fast at the expense of the framerate-the games are too fast and framerate it too jerky.whats happening?.I want to slow the games down in some way and get the framerates back up,any help welcome.O/S is WIN XP

Turn vsynch on.

But don't expect good results -- it'll be even yet slow, as the 7000 (original Radeon) is a weak graphics processor by today's standards, and Aquanox depends heavily on graphics cards' abilities. ;)
