How can we low level format an external hard drive, which is in a box, connected to the PC via the USB port ?

If you are sure you really need to LL format and cannot do it from within the OS, perhaps the drive packager's website can answer your question.
I would also consider removing it from the box and temporarily connecting it as an internal drive.
