Yes if you have your Windows 98 disk it is on there. at D:\tools\reskit\powertoy\tweakui_controlpanelexten stion

This was taken from my Win 98 SE disk, readme file in the Reskit folder :
Note: TweakUI has been removed from the Windows 98 Resource Kit.
