you installed 5 pci cards all at the same time?????
I would power down the system and remove all of the cards except for the video card and reboot..if you get into windows and everything seems fine...pwerdown and install 1 card and go thru the process of booting up and checking...then proceed to the next card..
you are hanging up because you either have run out of IRQ's or have a bad driver or two of the cards are not capable of sharing the same IRQ that windows is wanting them to share...

Can you at least boot to safe mode? If so, do that and kill all the drivers for the 5 new pci cards. After doing that, power down, physicaly remove all the cards, and see if you can boot, if you can, install the cards/drivers one by one and you should be golden. good luck

In addition to what Mntsnow said, is this a SCSI setup?

In terms of hardware problems, I would check the power supply. If the power supply is failing you won't be able to boot or boot on safe mode. Make sure to reinstall all the pci boards, one thing at a time. In addition, you may have irq settings problems. Hope it helps!
At the point you are at, I would just reinstall WIN right over itself from DOS.
