Idid sothing "stupid". I changed the virtual settings and forgot to set the minimum to 64 ram. It was at "0". Now I can't open the control panel to reset. I am told to shut down programs but I can't. I was to reset the virtual memory but can't get to it. What can I do?

Three things come to mind right off, only one of which I know for certain will work:
(1) Re-boot in "safe" mode.
(2) Boot from the emergency boot disk (if you made one).
(3) Re-install.
