HP seems to build it's case around the board so finding something else, even another matx mobo to fit inside is difficult. Secondly the power supplys they use are generally spec'd for the build of that model and leave little room for any real upgrades.

One HP I looked at (forgot model number, but has a Celeron 633mhz) had a 100 watt power supply. HP cases also aren't very pleasant to work with.

If you want a small case that can take full size motherboards, then this could be it for you:

I know that this is kinda off subject but do compaq 7970 computers have atx capable cases?

Compaq cases are just as bad. A Presario 5220 with 380mhz K6-2 had only a 110-watt power supply. So, even if you could fit another atx or matx motherboard in, you will likely have to get another power supply.

Here's a specification list for the Compaq Presario 7970:

145-watt power supply. 5 PCI slots and 1 AGP slot, so it sounds like a fulll size ATX board.
