How do I get out of classic style folder options? [Archive]

I don't know what happened, but when I go to folder options I am stuck on classic style. I can't change to custom, based on the settings you choose. Each new window I open up stays in the background. I believe I can change this in the custom settings if I can get there. Any ideas how? I am running win98se. Thanks, Frank.

I'm using W2k now, but noted the difference when switching from 98se. In Explorer using 98se, you click View and go to Folder Options. This is now under Tools in W2k.

I know how to get there from explorer, I just can't make the change other than classic. The other two choices are grayed out. There must be a setting somewhere else that is locking this one up.
