scan disk and defrag problem...Win98

Whenever i run scandisk or defrag...it never completes.It just keeps restarting.What the hell is wrong??

start in safemode (f8)
turn off screensavers
turn off power management
run scandisk- thorough and check fix errors
then run defrag

Another way is to Control-Alt-Delete, then "End Task" everything other than Explorer and Systray. But, doing so is tedious.

Safe Mode, while requiring a reboot, is probably less time consuming. Neither way, unfortunatley, is very transparent.

By rights, we should only have to run Defrag under System Tools as it's presented to us by Win98; but, I guess that would be too much to ask.
