Are you asking for multiple desktops or a Linux shell?

If you are asking for Multiple desktops, yes. You can use a shell called Litestep that allows for a "Linux like" interface and extremely customizable function and look. http://www.litestep.com/ http://www.skinz.org/

If you are looking for a Linux simulator like VMware, I don't think it works in windows.

If you're asking about multiple desktops, like a grid of desktops, then yes, you can. Shareware to do this in Windows has been around since 1992 or so. Topdesk was one of them... I'm sure they have been improved and evolved over the years.
