I wonder if there is such a thing that I can make a free call to a normal phone from my PC over the Internet. I believe I need software of some kind but what is that?
I notice Netmeeting from Microsoft, who knows whether it can do somthing like that or not?

Netmeeting allows voice over IP but not a true phone call.
Try Net2Phone which gets installed during the Netscape install.

Then how do I compare the two (net2phone & Netmeeting) product?
I read some other posts but am not sure if my learning is correct. Can someone point it out when any of the following statements is wrong?
1) use products like net2voice if you want true PC to land lines. But we normally have to pay a cost to a server to make calls.
2) the new version of net2phone provides extremely good voice quality.
3) NetMeeting supports voice over IP but it cannot speak to land line directly. It requires both parties to be on the net. That means it is more PC to PC.
4) In this part of the world here, using phone cards costs me a few cents per m for International calls. Since this is comparable to the cost of using net2phone service, I shouldn't border to use my PC to call any phone. I should simply call using my spare phone line.
5) One good reason to use something like Netmeeting is when I want to have video + voice
