Does anybody out there know how to make a template for the background of a webpage? What progs to use, specific details on how to do it, and how to implement it into a page or pages, stuff like that is what I need to know. Let me know.

I am also curious about these things and I was dirrected to download the trail version of http://www.macromedia.com/software/dreamweaver/

You are biting off a considerable morsel here, or it could be just a nimble, depending on what sophistication you would like to see in your web page. MS Frontpage is very user friendly and has a lot of templates that come with it. However it tends to insert a lot of verbose HTML, which some do not like. Dreamweaver also is capable of making templates.

However, probably the best way to make a template or prototype web page is by using a graphic program such as Fireworks or Photoshop, and then exporting it to Dreamweaver or other wysiwyg (what you see is what you get) web editor. You will have much more flexibility in manipulating your graphic elements, putting them where you want them, etc.

1stpage 2000 is very good. I use it all the time and create my own templates with it and it's free.

I can only recommend Dreamweaver UltraDev!
That is porbably the most powerful WebDesign Program out there today (1000x times better than Frontpage and GoLive!).
You can also make asp, cfm or jsp websites and it is quite easy to use...
