Thats a file from DirectX. What version do you have?
I have DX8, so my version of that file would be 4.08.00.0400 (Win-98se)

You can also download the DirectX install file, and extract it with Winzip or something. It usually would extract out the main dll files, and you can just copy it where it belongs. Go to here, www.microsoft.com/directx/default.asp (http://www.microsoft.com/directx/default.asp)
