My cpu is running at about 42c idle and 50 under full load is that safe?

I think it was running at about 49-50°C idle w/stock cooler alone, but I told him that he would be ok with those temps regardless. Too high, or is it just paranoia around here? It runs a lot cooler with a different fan, but it's 8000RPM sounds like a jet on takeoff, so I can't take it. My case temp is 31C, so that's not the problem. This is one of those "stealth" fans and an SVC copper HS, so I'm thinking maybe there's a problem. Should I try to reseat my HS on the chip?
