Is there a way to assign bandwidth to internet applications like iexplorer or oulook express or others?

Come on there must be a way since GoZilla and some other download manager can do it...

I want to say for example:
Outlook Express use 64kbps
Go!zilla use 64kbps
IE downloads use 128kbps
IE use the rest

That would be a great way to "speed" up your internet connection!
