-IE6 SP1 conflict solution from Norton-
After weeks of writing Microsoft and Symantec, I finally got a substinative piece of technical support from Symantec on the Norton Internet Security software which turned out to be a major culprit in preventing Explorer IE6 from displaying pictures and gif's.
Microsoft interestingly states they know of this picture display problem in IE6 w/SP1 but offered no advice or help. It is exasperating to deal with Microsoft and if there was an alternative O.S. I would be using it.

Skytop, the issue you are having occurs due to two reasons:
1. Timing conflict when NIS loads during Windows startup.
2. Your Internet provider requires Outbound NetBIOS for both UDP and
TCP packets.

Please following the steps mentioned below, in order to resolve the
issue:
1. Open Internet Security.
2. Click the Assistant button.
3. Re-run security assistant wizard to reset your configuration
settings, access rules, and desired options.
I also suggest that you should disable Windows XP firewall, so that
there are no conflicts between Norton Personal Firewall (It comes
along with Norton Internet Security) and XP Firewall.
