If the drive opens and closes and the drivers are working with no irq conflicts etc. then I would have to go with it being a problem with the drive. It's really up to you if you want a new one or to fix it but new cdrom drives are fairly inexpensive and you wouldn't have the hassle of taking it somewhere to be fixed.
So I say go with a new drive
You can try opening it up to see if the rubber drive belt broke, if it is belt driven of course. Some are and some aren't. You can buy a replacement belt at most well stocked electronics stores for a few dollars.
If it sticks, force it. If it breaks, it needed to be replaced anyway.

I have a Goldstar CRD 8240B CD Rom which has stopped working. The drive opens and closes Ok, is recognised in the system, but refuses to spin. Do I need a new one or can it be fixed?
it is 2yrs old, and fitted in a HP Pavilion using windows '95. any suggestions.
