Peltiers. .. i think i have a clue what they are, but just checking :)
It's a little device that creates cold on one side, and heat on the other right? (kind of like a fridge?)

A Fridge is using a Peltier ;)
Quite Cool & Hot that thing!
YouŽll have to cooldown the hot side for the cold side to function, depending how much voltage you give the Peltier. (You can regulate it)
For Your watercoolins system... Use it extern, to cool the hot water that comes from the CPU. And before it goes into the water tank. This is how You can easely avoid freezing the inside of your PC. Use thermometers!

This is how the hot cold side works. The colder you make the HOT side the cooler the cool side is. Thats why most use a peliter then slap a water cooler on it. So as to cool the hot side all the more. they say 1o less on hot side ='s about 1o colder on cold side. It is dif. than a frig cause a frig uses freon which must be adjitated to make the chemical reaction. Hence the compresor that does this on fidges and ac units. A peliter doesnt have freon.:t
