Hi....I really want to learn more stuff about web design.
I just got a couple of questions !
1. how did you learn HTML, PHP and building a website in general.
2. any good books you recommend?
3. where should I start?
4. what are some of the programs you use to build your websites??

For CSS and HTML 4, I would recommend the following links:
http://www.w3.org/TR/REC-CSS2/
http://www.w3.org/TR/html4/
As for a program to write webpages, Notepad is all you really need ;)
I myself prefer using either dreamweaver or a plain text editor (textpad, http://www.textpad.com)

I agree with quandary.:)
For my editor though, I use a vi look alike.

I bought a book called "teach yourself web publishing with HTML 4" from Sams (http://www.samspublishing.com) publishing. It had everything you'd ever need to know about html and css.
You can find what ever you want to know on the web... for free. Use a search engine like google and you'll find plenty of free tutorials.
If you start using a WYSIWYG editor (what you see is what you get) to start off with then you won't get a full appreciation of what the editor is actually doing behind the scenes. Some editors put in expansive, unecessary code for what should be simple operations.

I recommend staying away from developing in FrontPage if you want to get anywhere in a developing career, try Macromedia Dreamweaver MX - The Dreamweaver/Ultradev series has become the industry standard over the past few years.

Check out this page for some good links, http://www.coolchip-computers.co.uk/theshed/ViewPost.php?postID=108&forumID=18
Also the best Windows based PHP, HTML text editor is EditPlus 2 (http://www.editplus.com/).
