I changed my mind, a small banner at the top or bottom of the page would be fine...

I don't know if they do cgi but virtualave.net is free....

If you are looking for a paid one I con only recommend readyhosting.com I looked around and their prices are simply the BEST!
Otherwise there is amhosting who seem to be pretty good too (at least their customer service is amazing!!!).
Oh and if you want to register a domain name easyhosting is the place to go (their prices are Canadian$ !!!!).

I haven't moved my stuff yet but I will move my domains to easyhosting and host the corresponding websites at readyhosting.
